He had buried himself in the mission and in proving that he was remotely worthy of his promise to a dying man. But that was years ago. He's had many years to prove that he was worthy of his own, as Reinhardt and not 'Balderich's unwanted replacement'.
What he does now, it's not because he's still trying to prove himself to both his commander and himself. It's because he truly does like and care for both Jack and Ana. He wants them safe and healthy and cared for. He lost them once. He can't always be there to shield them, so in this gift, he can give them something useful that will help them. It's just that simple. It's a gift out of love and respect. ]
Actually, I think I could have done a little more. But I felt you already might have had some things for a Go Bag. This is just making sure you have supplies if you both need it.

Back during the Crisis, it had been common for even highly-ranked, experienced soldiers to get gunned down.
